RoutingOrder and SequentialSigningAPI MembershipFeature

If we specify RoutingOrder on the Recipient when using an account without SequentialSigning privelege does the API generate an error or just ignore it?

Also somewhat along those lines, is it correct that specifying RoutingOrder=1 on all recipients is the same as not specifying RoutingOrder?
